We define active developer as;
Who has been added to at least one team.
Who has at least one pull request authored in the past month.
If the repository of the pull request is not being tracked, we do not count as an active developer.
If the pull request of the developer is filtered from calculations, we do not count as an active developer.
In other words, if the developer is tracked, and has been actively creating pull requests, we count them as an "active" developer.
